Roy Marion County Legal Counsel <br />Jane Ellen Stonecipher <br />RE: Courthouse Square Contracting Procedures <br />Application to Demolition/Abatement/Recycling Contracts <br />David, following our group meeting on February 28, 1997, regarding the <br />demolition, abatement and recycling contracting procedures, I reviewed the FTA <br />bidding circulars sent to me by Ben Fetherston. Copies of these circulars are <br />enclosed with this memorandum. I have done an initial review to evaluate the agreed <br />upon process with the requirements in the circulars. Since I do not speak for the <br />FTA, I elicit your consideration of my comments in this memorandum. I am sending <br />copies of all of this information and this memorandum to other parties involved in <br />Courthouse Square. ~y this means I am asking for their consideration of my <br />comments. What we do with the demolition/abatement/recycling contracts will set <br />the pattern for our future contracting processes. I know we are all interested in <br />getting this "right." <br />As I understand the agreements we arrived at on February 28, 1997, we will <br />use an RFP process in order to select the demolition and abatement contractors. It <br />is our desire that the abatement contractor actually work as a sub of the demolition <br />contractor. Our intent is to ensure that one person is responsible for the demolition, <br />abatement and recycling activities on the Courthouse Square Project. So, it is <br />important to us to know that the demolition and abatement contractor can work <br />together. It is important to us that the demolition and abatement contractors will be <br />able to work with the recycling consultant we hired to plan and coordinate recycling <br />activities on the project. At the present time, it is our intent to retain the services of <br />RCRG, Inc.
