David Hariwig <br />March 3, 1997 <br />Page 2 - Memorandum <br />Advertising for abatement and demolition will be done March 10 and 11. All <br />potential bidders will be required to participate in a thorough, walk-through <br />inspection of the premises on March 17. Thereafter, proposals, including price, will <br />be due March 31. Review of the proposals will be done by the review committee <br />anticipated by the development agreement, during the first week of April. The <br />review committee will consist of a representative of Marion County, the transit <br />district, and the private owners. At the present time, the private owner representative <br />will be Dan Berrey, who also serves as project coordinator or manager. <br />In reviewing tlus project, the first step will be to review qualifications. There <br />will be a"pre-quaiification" process. We will identify three or four basic <br />requirements that any contractor must meet in order to carry out a job of this <br />magnitude. Thereafter, we will be reviewing proposals based on price, the ability to <br />manage and coordinate with abatement and recycling activities, and other pertinent <br />criteria identified by the review committee. This level of review will be undertaken <br />only from those who have met the qualifications. <br />Work is still necessary to identify all of these qualifications and to lay out the <br />specifics of the RFP process. A good deal of this responsibility will fall upon <br />Kathleen Thorpe of Century West Engineering, and you and contracts coordinator for <br />Marion County. At the present time, it appears that Marion County will be the party <br />responsible to enter the contracts with the demolition/abatementlrecycling contractors. <br />If not Marion County, the logical alternative will be our project manager, Dan <br />Berrey, through his organization Courthouse Squaze, Inc. <br />Prior to our meeting on February 28, Dan asked whether this general process <br />would conform to FTA requirements. I was unable to answer that question when <br />asked. Since my review of the FTA circulars, I can provide my opinion. However, <br />my opinion is not binding on FTA. That is why I am soliciting comment and <br />criticism from other parties to this project, and reminding everyone that we must <br />ultimately satisfy FTA in our processes. <br />After reviewing FTA circular 4220.1D, dated April 15, 1996, and other FTA <br />information concerning solicitation and selection of contractors, I am of the opinion <br />that the RFP process outlined above will work, if sufficient detail concerning criteria <br />for selection and process are laid out in advance of the actual review of the proposals <br />and selection of the contractors. <br />
