Pearmine <br />~ <br />~ ., ~~Q <br />MEMORAND '~(~ . <br />~~ ~'~~r;~, '~~ <br />TO: Board of Commissioners ~~',~f;~~;~ <br />FROM: Ra.ndy Curtis f`~~ L <br />SIIBJECT: Demolition Contract Awazd <br />DATE: Apri123, 1997 <br />Background: As part of the Courthouse Square development process it is <br />necessary to select a contractor to perform the salvage, hazardous material abatement <br />and demolition of the buildings on the Senator Block On March 9, 10 and 12, 1997, <br />advertisements soliciting requests for proposal (RFPs) were run in the Statesman <br />Joumal, Daily Joumal of Commerce, Skanner, Portland Observer and Goal. An <br />RFP was used to give the public/private partners more discretion in the evaluation <br />of cost alternatives, demolition/abatement coordination, work schedules, recycling <br />and salvage values. <br />ADMINISTRATNE A mandato walk-throu for all ros ective ro sers was conducted on March <br />OFPICER rY ~ P P P Po <br />Ken Roudybush 17, 1997. in addition; pre-qual~cation applications were required to filed for a~l <br />proposers with the Risk Management Department. Eleven contractors were pre- <br />qualified. Proposals were to filed with the County Clerk by 5:00 PM on Monday, <br />March 31, 1997. Four proposals were received on the demolition portion of the <br />project. These proposals were reviewed by a team representing the county, transit <br />district and developer. The Marion Solid Waste Department was also invited to <br />review proposals because a large part of the demolition material will be recycled. <br />While the County anticipates administering the contract for demolition, the transit <br />district will also participate by funding a portion of the project. As a result of their <br />participation, this contract is funded, in part, through a grant from the Federal <br />Transit Administration. The total amount of federal funds to .be expended in <br />connection with tliis contract is estimated to be $ 183,956 , and the amount of federal <br />assistance represents 34 % of the total contract price. <br />The review team used four criteria in evaluating the proposals.
