,.. t. <br />~ <br />C~ ~ ~~~ <br />f .~ .~ ~:_ ~,, <br />~ ~~" ~ <br />Harding Lawson Associates <br />~~c~~fl~~~ <br />June 2, 1999 D <br />JUN 3 1999 <br />Billy Wasson <br />Courthouse Square MARION COUNTY SUPPORT <br />3150 Lancaster Drive NE SERVICES DEPARTMENT <br />Salem, Oregon 97305 <br />Dear Billy, <br />Marion County Solid Waste Management has contracted with Harding Lawson Associates (HLA) to assist <br />in certifying the Marion County & Salem Area Transit Courthouse Square as a Green Building using the <br />U.S. Green Building Council's (USGBC) Leadership in Energy and Environmental Design (LEED) Green <br />Building Rating System. HLA will also assist the County in participating in the LEED pilot program to <br />test, demonstrate, and refine the Rating System. The goal is to achieve a Bronze Level of certification by <br />earning 22 to 26 credits in the LEED pilot program. <br />The first step in this process is to determine how the project can obtain enough credits to achieve Bronze <br />certification. A review of the plans and specifications for the Courthouse Square Transit Mall Project <br />dated December 30, 1998 has been conducted. Based on the review, it is clear that 11 credits can be <br />achieved. A total of 22 credits must be achieved to qualify for Bronze certification. Attached is a table <br />titled "LEED Compliance Evaluation Matrix. " The table details each credit, the status of compliance, the <br />party responsible for determining compliance and the total credits achieved to date. <br />Also attached is a letter that was sent to the Architect. He has requested that he forward it to the <br />Mechanical/Electrical Engineer, the General Contractor, and any other appropriate parties. The letter lists <br />the elements of the design that may not support LEED, along with recommendations for actions to obtain <br />the indicated credit. I have asked that the items listed be reviewed and the costs to make the necessary <br />modifications to obtain the additional credits be estimated. <br />A meeting has been scheduled for June 17`h at 10:30 a.m. at Arbuckle Costic Architects, 363 State St., <br />Salem, Oregon. An agenda for the meeting is attached. The purpose of the meeting is to discuss the <br />clarifications and modifications necessary to qualify the Courthouse Square Building for Bronze <br />certification and determine how we can proceed with the certification process. I have asked that all costs <br />associated with any clarification or modification be clearly identified at the meeting for discussion. <br />If you have any questions, please call me at (503) 227-1326.
