Harding Lawson Associates <br />TO: Courthouse Square Design and Development Team <br />FROM: Holly Stirnkorb, Harding Lawson Associates~.;~~5 <br />SUBJECT: Courthouse Square Project <br />Status and Next Steps for LEED Certification <br />DATE: October 8, 1999 <br />The purpose of this memorandum is to provide an update on the process of certifying the Marion County & <br />Salem Area Transit Courthouse Square as a Green Building usirtg the U.S. Green Building CounciPs <br />(USGBC) Leadership in Energy and Environmental Design (LEED) Green Building Rating System. The <br />Courthouse Square Project is one of 53 projects nationwide selected to participate in the LEED pilot <br />pror~ram to test, demonstrate, and refine the Rating System. TF~is memor;andu~r: is alsc i~~tended to outiine <br />the decision points and next steps in the process of obtaining certification. <br />Update <br />The goal of this process is to achieve a Bronze Level of certification by earning 22 to 26 credits in the <br />LEED pilot project. A Pioneer Level of certification is also available for participants in the pilot project by <br />earning 20 to 22 points. <br />A meeting was held on June 17, 1999 to discuss the status of the project and the level of effort necessary to <br />achieve LEED certification. At that time the decision to move ahead with LEED certification hinged on <br />the County's decision to participate in the PGE Earth Smart program as well as the added cost to the <br />project to obtain the needed credits. The minutes from that meeting are attached. <br />Since then, the County has decided to participate in the PGE Earth Smart program and several credits have <br />been clarified with the LEED Committee. At this point, a total of 19 credits can be achieved. Four <br />additional credits are available at no cost, in addition to those discussed during the meeting on June 17, <br />1999. If a decision is made to pursue the additional four credits, a total of 23 credits can be achieved. <br />Attached is the revised "LEED Compliance Evaluation Matrix". The matrix details each credit the project <br />can achieve, the status of compliance, the party responsible for determining compliance, and the total <br />credits available to date. <br />Decision Points <br />The following decisions need to be made to determine the feasibility of moving ahead with LEED <br />certification: <br />• Is the Pioneer Level of certification acceptable? <br />• Does the Team want to proceed at the Pioneer Level with the goal of achieving two mare points to <br />obtain a Bronze Level of certification? <br />• Is funding available to achieve the necessary credits? <br />Next Steps: <br />• Obtain a formal cost proposal to achieve the following credits: <br />^ Energy Efficiency Level 1- Title 24 code compliance assessment <br />^ Energy Efficiency Level 2- High efficiency glazing and daylight harvesting <br />^ Construction IAQ Levels 1 and 2- Construction air filters and IAQ management plan <br />^ Permanent Air Monitoring System - VOC sensors for return air ducts <br />• Bonus Credit - Attend LEED Certified Designer Training <br />Engineering and <br />Envlronmentel Services 115 S.W.
