Recitals: Gang activity incites violence by persons from rival <br />9 criminal gangs, which increasingly has resulted in injury to innocent <br />10 bystanders. Gang activity on or in any District €as}~Facili or aboard any <br />11 District ~-e~s~eVehicle therefore can pose a clear and present danger to the <br />12 safety and well being of patrons, employees, security of~icers or law <br />13 enforcement personnel. <br />14 <br />15 3.21.2. Prohibited Gane Activities: Gang activities are prohibited on or in any <br />16 District €as~Facili or aboard any District ~e1~isleVehicle. District trained <br />1'7 personnel designated by the General Manager, District security officers or <br />1 g peace officers who observe prohibited gang activities may ask the person or <br />19 persons exhibiting gang activity to discontinue the acdvity and cea.se visual or <br />20 verbal identification of themselves as gang members. Failure to comply with <br />21 the above will result in the person being excluded from the premises20 <br />22 pursuant to the guidelines of District ordinances and any applicable <br />23 administrative rules, policies and procedures. <br />24 <br />25 3.213. Definitions: <br />26 <br />27 3.21.3.t. Gang Activities: The use of hand signs or language, the content and <br />28 context of which cleazly indicates gang affiliation, by a gang affiliate or one <br />29 who otherwise displays clothes, clothing items, clothing with gang graffiti <br />30 or insignia, items with gang graffti or insignia, jewelry, or tattoos unique to <br />31 gang af~iliation.21 <br />32 <br />33 3.213.2. Gan~: A gang is an ongoing organization, association, or group of <br />34 three or more persons, whether formal or informal which has as a primary <br />35 purpose the commission of violent street or drug related crimes which may <br />36 include, robbery, homicide, or manslaughter, the sale or possession for sale <br />3'7 of narcotics, and the possession of weapons for the use of creating injury <br />3g or fear to others, including rival gang members. Gangs are also known to <br />39 commit crimes of arson, witness intimidation, extortion, assault or a <br />40 pattern of property crimes facilitated by efforts of gang members. <br />20 Simply being a gang member, with no accompanying behavior and/or visual or verbal identification, is not <br />~rounds for exclusion. <br />Clothing color alone, or starter jackets alone, is not sufficient for gang affiliation designation. <br />Revised ~-~~12/4/00 bcf Page 10 <br />
