First, we recognize that our respective Board members do not necessarily <br />have a common vision for the development of the site. Furthermore, some Board <br />members do not necessarily have the all the background and history relating to <br />the TOD site. <br />2. Some Board members are not comfortable with the original decision to isaue <br />an RFP and focus exclusively on a mixed use housing development. <br />3. Some Board members feel that we need more time to solicit community <br />involvement in the development options for the site. <br />4. In recognition of these concerns I am recommending that we delay any <br />further work on the RFP itself, or the housing market study and redirect our <br />work in the following manner. <br />(a) Verify with our Board members, that we can delay any further work on the <br />RFP or special market studies. <br />~ (b) Send out invitations to selected interest groups like the Chamber, SDA. <br />Development Board, CANDO, SEDCOR etc to receive a presentation on the site <br />options and solicit their feedback and recommendations on development <br />interests and options. This process would take at least 2 months to complete. <br />(c) Prepare a staff report to our Boards outling background issues, interests <br />and goals, site development options. The report will also contain the <br />results from the groups noted in (b) above. It's purpose is to give both <br />Board's information that can assist them in defining goals and objectives for <br />development of the site. <br />(d) The report will be submitted to our Boards in a joint worksession with <br />the objective of having the Boards reach consensus on a common vision for <br />development of the TOD site. John, should this step be delayed until after <br />Julv when vour new Board members take office? This is vour call. <br />(e) The joint work session would also finalize the process to be used to <br />solicit community involvement and determine what special studies, if any, are <br />needed as well as the schedule for issing an RFP. <br />It is my understanding you are going to review this process with your Board <br />next week. By copy of this e-mail, 2 am asking for Billy's thoughts. We may <br />also wish to include a discussion with the development team next week and <br />review by CAC on the 18th. <br />CC: BWasson <br />
