INTRODUCTION TO DEVELOPMENT SCENARIOS (C011t1111~1ed~ <br />The following is a description of each development scenario considered for the subject site. <br />The scenarios were developed through primary and secondary research of the Salem CBD <br />market, with a focus on input from knowledgeable market participants. Each scenario is <br />physically possible and legally permissible. <br />With respect to Scenario 6(Interim Parking) it is considered an interim use for the subject <br />property only. It does not represent a potential maximally productive use. Therefore, it will <br />be excluded from the Maximally Productive Use section ahead.
