Should there be specific aesthetic requirements for the design and use of the site, <br />or should such considerations be entirely market-driven? <br />The Procuring Agency has struggled with the complexity and diversity of these issues. Their <br />decision-making is complicated by the fact that they do not truly know what the <br />"potentialities" are for the North Block site. The Salem/Keizer area has an active and creative <br />development community that can bring much to the discussion of the potential of the North <br />Block. But, the nature of the development process requires a degree of private strategizing, <br />concept development, and financial innovation, and the Procuring Agency cannot presuppose <br />what unique and viable proposals might be forthcoming from the private development sector. <br />3. PURPOSE OF THE RFI <br />This RFI seeks development concepts, plans, and/or strategies for the North Block site. <br />Respondents are encouraged to provide as much detail as they feel comfortable providing to <br />the Procuring Agency, realizing that the Agency will still have the responsibility ahead of it to <br />make decisions as to what type or types of development to seek at the site through a <br />subsequent Request for Proposals process. The process of analyzing the information received <br />from respondents, and formulating the RFP to seek a project developer, will take place in the <br />public forum. Respondents may reply with any information that they feel comfortable in <br />providing, but should be aware that the Procuring Agency needs information that will <br />materially assist in developing their RFP. Information that will help answer or illuminate the <br />following questions would be most useful. <br />• What use or uses are proposed? <br />• How many floors of development would the project entail? How much total square <br />footage? <br />• How will the development be compatible with the adjacent transit mall and Courthouse <br />Square office complex? <br />• How viable will the project be over the course of time? <br />• Will the design and materials be compatible with the surrounding Courthouse Square <br />block? <br />• How much parking will be needed to assure the viability of the development? <br />• Are there parking management techniques that will be employed to reduce the amount of <br />parking needed? <br />• When would the development take place? <br />• How might the development coordinate with other downtown plans, such as the City's <br />Core Area Master Plan? <br />• How much revenue will the development generate for the Procuring Agency? <br />The Procuring Agency intends to take all of the information generated in the RFI process and <br />combine it with the knowledge and perspectives that have been generated to the present point <br />in time, and issue a Request for Proposals for a development project on the North Site of the <br />4 <br />
