SAMTD/Marion Co. RFI/RFQ#00-08 5 <br />Private Development of Courthouse Square North Block <br />. What use or uses are proposed? <br />. How many floors of development would the project entail? How much total square footage? <br />• How will the development suppo~t and enhance the adjacent transit mall and Courthouse <br />Square office complex? <br />• How viable will the project be over the course of time? <br />. Will the design and materials be compatible with the surrounding Courthouse Square block? <br />• How much parking will be needed to assure the viability of the development? <br />• Are there parking management techniques that will be employed to reduce the amount of <br />parking needed? <br />. When wouid the development take place? <br />• How might the development coordinate with other downtown plans, such as the City's Core <br />Area Master Plan? <br />• How much revenue will the development generate for the Procuring Agency? <br />The Procuring Agency intends to take all of the infonnation generated in the RFI process and <br />combine it with the knowledge and perspectives that have been generated to the present point in <br />time, and issue a Request for Proposats for a development project on the North Site of the <br />Courthouse Square block. Respondents to this RFI/RFQ should be aware of these purposes to <br />which the information gained in the RFI process will be put to use. <br />4, p~~RPOSE OF THE RFQ <br />In addition to seeking project concepts and plans, a second function of this RFI/RFQ is the <br />identification and evaluation of Respondents' qual'fications to undertake the project that they <br />present in their response to the RFI. The Procuring Agency is not placing any qualification <br />requirements for nesponding to this RFI/RFQ. Any individual or firm wishing to respond may do <br />so. However. there wiil be a qualification process that wiii be conducted for the selection of <br />developers to move ahead to the Request for Proposal stage of the North Block site development. <br />a. Qualification Requirements. The following are the requirements for qualifying <br />responsible Respondents. All of these requirements must be met; therefore, they <br />are not listed by any particular order of importance. Any Respondent that the <br />Selection Committee finds not to meet these requirements, and cannot be made <br />to meet these requirements, may be determined by the Selection Committee not <br />to be qualified and will not be invited to submit a proposal to the RFP. The <br />requirements are as follows: <br />(1) Sufficient financial strength and resources, and capability to finance the <br />work to be performed and complete the project in a satisfactory manner <br />as measured by: <br />(a) Respondent's reviewed or audited financiai statements prepared <br />in accordance with United States Generaily Accepted <br />Accounting Principles (GAAP) by an independent certified public <br />accountant authorized to practice in the jurisdiction of either the <br />Procuring Agency or the Respondent. Current information <br />should be provided. Financial infonnation may be separated for <br />confidential handling, if marked "confidentiai financiat information <br />" and delivered at the same time as the rest of the submittal. To <br />the fullest extent permitted by Oregon Law, the Procuring <br />Agency will treat this information as confidential under the <br />
