SAMTD/Marion Co. RFI/RFQ#00-08 8 <br />Private Development of Courthouse Square North Block <br />notice of its qualification status to submit a written protest. The Procuring Agency <br />will not consider a protest submitted after the deadline established in this <br />RFI/RFQ (Salem Transit District protest procedures wiil apply). <br />c. The Procuring Agency or their delegates, acting jointly, shall have the authority to <br />settle or resolve any written protest submitted as provided in this RFI/RFQ. <br />Review of the disposition of a protest may be available under the p~ovisions of <br />applicable law. <br />d. The Procuring Agency will not reimburse Respondents for time or materials <br />expended in responding to any aspect of this RFI/RFQ. Some Respondents may <br />wish to present their information and concepts in the form of designs and <br />drawings. To minimize costs to Respondents, and to avoid undue emphasis on <br />design and presentation materials, a maximum of five drawings are allowed. <br />These may include concept site plans, floor plans, and elevations, or other <br />perspectives as desired by the Respondent. All drawings shall be not larger than <br />11" by 17". The drawings shall be black and white only; color graphics are not <br />requested. Any graphic submittals that exceed these limitations, or any other <br />representation of the project design (such as slides, models, etc.), will not be <br />considered. <br />e. All concepts, ideas, designs and other intellectual property submitted by a <br />Respondent in response to this RFI/RFQ will become public domain, and may be <br />used by the procuring agency in connection with the preparation of the <br />contemplated RFP. <br />f. In responding to this RFI/RFQ, Respondents agree to fully cooperate with the <br />Review Committee and to facilitate scheduling and conduct of site visits during <br />reasonable times to inspect other projects that the Respondent has developed <br />and to which it has the right or capability to permit access. <br />g. There are no Federal restrictions or limitations placed on respondents to this <br />RFI/RFQ. There will, however, be Federal Transit Administration contract <br />requirements placed upon the developing agency or team that is selected to <br />develop the project in the succeeding RFP process. A copy of these <br />requirements is attached to this RFI/RFQ for information. In responding to this <br />RFI/RFQ, respondents acknowledge receipt of the attached "FTA Contract <br />Requirements". <br />h. A pre-response meeting will be conducted by the project management team on <br />Thursday, July 20, 2000 at 10:30 AM PDT. The meeting will be infortnational and <br />will address any questions from prospective respondents. Meeting location is: <br />MARION COUNTY COURTHOUSE <br />HEARING ROOM 1330 <br />100 HIGH STREET <br />SALEM,OREGON <br />Contact the project procurement officer, Dave Kussman, to confirm meeting <br />location and time. <br />i. Any changes, corrections and/or ciarifications will be done by w~itten <br />addendum and distribution to all interested proposers.The Procuring ~qency <br />reserves the right to reject any or atl responses and proposals, if in the opinion of <br />the procuring agency, it is in the public's best interest to do so. <br />
