FEASIBILITY ANALYSIS <br />l. Identify the current (2-5 years) and mid-term (6-15 years) market support and feasibility <br />of each housing type. <br />2. A report on what return on investments developers are expecting on a per unit and per <br />square foot basis by sub-area market within study area. <br />3. Identify location, access, extra-ordinary costs and other factors contributing to the <br />feasibility and those factors limiting feasibility of a residential project at this site. <br />4. Identify a general range of improvements, location, or other measures necessary to make <br />uses feasible within current and mid-term requirements to make desired uses feasible. <br />F QUALITATIVE ANALYSIS <br />Identify issues that could influence or impact the overall feasibility of a residential <br />development on the North End Opportunity Site. These issues could, at minimum, <br />include: <br />a. The need for, and amount of, parking available or necessary to the residential <br />component of the site. <br />b. Zoning and/or land use issues, ~vhich could constrain or limit the feasibility of the <br />site. <br />c. All communication to parties external <br />to this contract should be coordinated through the Marion County and the Salem Area Mass <br />Transit District. The market study will be used by County and Transit for decision-making <br />purposes within the study area in Attachment #1 and County and Transit may at their <br />discretion share the study with other entities. <br />3 <br />
