Memorandum <br />To: SALEM TRANSIT BOARD OF DIRECTORS <br />MARION COUNTY BOARD OF COMMISSIONERS <br />From: John Whittington and Billy Wasson, Project Managers <br />Date: February 7, 2000 <br />RE: Courthouse Square North Block Draft RFP <br />Attached you will find a draft RFP to seek proposals for the North Block at Courthouse Square. <br />This draft is an update of a version that was prepared in December 1998 by the Transit District <br />staff and legal counsel. We have redrafted it to try to respond to what we have heard expressed <br />by policy makers at previous joint Board meetings. At this point, the document remains very <br />much a draft, and we are seeking input from the Boards to develop a final version, should the <br />Boards elect to move forward with a North Block RFP. <br />Please note the following conditions contained in the draft RFP, which we believe reflect the <br />Boards' consensual position on the issues as of this writing: <br />It expresses no preference for any particular type of land use <br />It limits the parking available to the developer to 56 spaces (and does not offer the <br />possibility of making additional spaces available from the County/Transit supply) <br />It notes that the use or uses should be compatible with the transit mall and CH2, and <br />emphasizes a need for good pedestrian connections to surrounding areas <br />It stipulates that the developer will enter into a ground lease with Transit/County...it does <br />not offer a land sale as an option <br />It does not permit sale or display of obscene materials, packaged alcohol, or tobacco <br />products <br />It provides favorable consideration to projects that reduce parking demand on the site and <br />in the immediate area <br />The RFP also describes a very structured evaluation and selection process. The strict language <br />was drafted by legal counsel, and staff has not trifled with it. We are concerned somewhat with <br />its complexity, however, and would intend to work with legal counsel to make the language and <br />procedure a little mare clear and user friendly while maintaining the precise and well-defined <br />methodology that a good selection process requires. <br />Staff's objective at the Feb. 7 joint Board meeting will be to receive the joint Boards input on the <br />draft RFP, and elicit direction on how you would like to proceed. <br />
