DRAFT <br />REQUEST FOR PROPOSALS <br />PRIVATE DEVELOPMENT <br />COURTHOUSE SQUARE NORTH BLOCK <br />PROJECT SUMMARY <br />Marion County (County) and the Salem Area Mass Transit District (Transit) are pleased to announce an <br />opportunity for a qualified commercial/retail/mixed use developer to participate in a public/private <br />development in the new Salem Courthouse Square block. <br />The full block development incorporates a new bus transit center, public areas, and an approximately <br />150,000 sq. ft. office building. The development will also include 314 subsurface parking stalls, 258 of <br />which will be used for County and Transit purposes, and 56 of which will be made available to the <br />developer to support the North Block project. The private development opportunity ("Project") consists <br />of a building pad with ground floor maximum building area of approximately 12,790 sq. ft., and above <br />ground floor maximum building area of approximately 17,114 sq. ft. per floar (see ground lease <br />attachment for more precise description). <br />The site of the development, bounded by Chemeketa Street NE, Court Street NE, Church Street NE and <br />High Street NE in downtown Salem, Oregon, is owned jointly by the County and Transit. The successful <br />Proposer will obtain an interest in a portion of the property located in the northern part of the site upon <br />the execution of a long term ground lease, or other means subject to the agreement of the County, <br />Transit, and developer. <br />The Project site is in a highly visible Central Business District location. Its location, immediately <br />adjacent to the new transit center, should both encourage and be supported by transit use. When <br />combined with the other components of the development, the Project site should provide for a sizable <br />amount of pedestrian, customer and visitor activity and access. Due to the unique nature of the <br />development and its central downtown location, the County and Transit will expect proposals that are <br />compatible in design, supportive of transit use and complementary of the entire development in terms of <br />economics, function, and scale. <br />The County and Transit ("Procuring Agency") invites proposals and statements of qualifications from <br />development proposers ("Proposers"), setting forth their experience in developing similar urban projects, <br />their financial capabilities, their approach to the Project, and a preliminary business plan addressing <br />issues identified in this package.
