connections to transit facilities, to downtown, and (in this case) to the office component <br />of the development. <br />Minimum requirements: The following design elements are minimum <br />requirements for the Project: <br />1. High quality design and materials that are compatible with the balance of the <br />development. <br />2. Attractive and appropriately sized pedestrian connections. <br />3. Maximum height of 55 feet. <br />4. A plaza area at the western side of the building will be required, far compatibility <br />with the Procuring Agency's development on the balance of the block. <br />5. Active ground level uses are desirable in the ground floor space, to serve the <br />larger site as well as shoppers, visitors, clients, transit patrons and community <br />residents. <br />6. Ground floar entrances that will provide pedestrian access on to the adjacent <br />pedestrian facilities and transit mall may be desirable and encouraged,but are not <br />a requirement. <br />3.2 Allowed Uses <br />The Project may consist of retail, office, hotel, and/or residential uses or other <br />uses/mixed uses permitted in a CB zoned district. The Project may not permit, however, <br />uses which include offering, sale or display of obscene materials or obscene <br />performances (as presently defined in Salem Revised Code 96.030); the sale of alcohol <br />(except by a restaurant or eating establishment other than a tavern or bar); or the sale of <br />tobacco products. <br />Minimum requirements: The following elements are minimum requirements for the <br />Project: <br />All uses must be compliant with City and County code requirements. <br />The uses should be compatible with the office and public transit components of <br />the larger development and contribute to the overall visibility and viability of the <br />srte. <br />Uses that include parking management techniques, which reduce parking <br />demand both on the site and in the area, will be favarably considered. <br />4. SCHEDULE CONSTRUCTION AND DESIGN CONSIDERATIONS <br />Proposers should keep the following schedule, construction, and design considerations in <br />mind when preparing a response to this RFP, since these issues will remain at the <br />forefront when the development moves irito final design and construction. <br />4.1 Schedule <br />The Courthouse Square project should be completed and occupied by November 2000. <br />While the District and County would anticipate that Proposers would not be ready to <br />begin construction at the North Block prior to the completion of Courthouse Square, <br />Proposers should be aware of the existing construction schedule and take it into account <br />as potential developments are considered. <br />
