Proposers should also remain aware that the transit center and government building <br />located adjacent to the North Block will generate a high volume of vehicle and pedestrian <br />traffic adjacent to the site. Proposers should consider how to minimize potential <br />construction staging conflicts with the uses and functions of the Courthouse Square <br />building and transit facilities. <br />4.2 Construction Constraints <br />Proposer must provide for truck access/loading areas and construction mobilization so as <br />not to interfere with the use of the transit mall and Courthouse Square office building and <br />parking facility during construction. <br />4.3 Design Considerations <br />(a) Design Review The selected Proposer will be required to obtain all city <br />approvals including any design review. The Procuring Agency, in consultation <br />with their design consultants, must review and approve the final design. <br />(b) Design Flexibility The Procuring Agency is not prescribing any specific type of <br />ground floor use; nor is it specifying any particular use above the ground floor, <br />provided that these uses comply with zoning and design standards and are <br />compatible with the adjacent transit mall and Courthouse Square functions. The <br />massing and scale of the Project should have the "texture" and feel of the public <br />building on the south end of the block and other commercial buildings in the <br />immediate area. <br />(c) Access The Procuring Agency will carefully evaluate the proposed design and <br />how it integrates off-site pedestrian access to the development. The Project may <br />not impede or impair access to the transit mall except as may be mutually agreed <br />for security purposes. ADA access requirements must also be met throughout the <br />Proj ect. <br />(d) Parking The Procuring Agency is constructing an underground parking <br />structure containing 314 parking spaces underneath and adjacent to the south of <br />the project site. Fifty-six of these spaces will be made available to the North <br />Block developer. A control gate, operated by electronic key cards, will restrict <br />access to the parking structure. <br />(e) Noise and Vibration Design and construction techniques should be utilized <br />which consider and mitigate noise impact from buses on the transit mall. These <br />may include wall insulation, window treatments, mechanical air conditioning <br />sound isolation, etc. The North Block Project must also be designed and <br />constructed to minimize noise or vibration impacts directed toward the transit <br />mall and Courthouse Square structure. <br />(~ Seismic Considerations Proposer must pay close attention to <br />seismic factors due to adjacent underground parking and bus mall. Seismic plans <br />must be approved by the engineer of record for the Courthouse Square <br />development. <br />4.4 Site Information <br />In its construction process, the County has removed soil contaminated with residue <br />of petroleum fractions from areas within the block. The site has been cleared by the <br />Oregon Department of Environmental Quality regarding environmental <br />remediation of the block, and a"No Further Action" letter has been granted by the <br />agency. <br />5.
