5.1 Schedule <br />The preliminary schedule for the selection is as follows: <br />Item <br />1. Issuance of Request for Proposals <br />2. Pre-proposalconference <br />3. Proposals to RFP due at Transit offices* <br />4. Interviews of Finalists <br />5. Discussion with Proposers in the competitive range <br />6. Submittal of Best and Final Offers <br />7. Selection by County/Transit Boards <br />Target Date <br />(*NOTE: All submittals must be conspicuously marked "Response to North Block RFP". Fifteen <br />copies of the submittals must be received at the administrative offices of the Salem Transit District no <br />later than 3:00 p.m., . All questions must be submitted in writing. All <br />responses to questions will be in writing.) <br />5.2 Required Submittals <br />All information contained in the proposals submitted by Proposers will be treated as <br />confidential information, and the Procuring Agency agrees in good faith not to disclose <br />the information until such time as it makes a decision to make a selection of or award to <br />a Proposer, at which time all information will become available for public inspection <br />(except for financial information described in 5.2(d) and (g), below). All proposals must <br />respond to the following information in the order stated below: <br />(a) Identify team members, including the Proposer and the legal <br />entity with whom the Procuring Agency would contract (e.g., individual, <br />corporation, partnership, joint venture, etc.), owner (if different from the <br />Proposer), joint venture or other partners, architect/designer, lender, contractors <br />and local representative, all as applicable. <br />(b) A description of the team members' experience and qualifications in project <br />development and construction, particularly projects of similar size and density <br />and utilizing similar construction techniques proposed for this Project site. <br />Include any experience with public/private partnerships. The Procuring Agency <br />shall have the right to investigate the references and past performances of <br />Proposer. <br />(c) The proposal should include a general description of the proposed Project, <br />addressing factors including but not limited to: the approximate square footage; <br />the use or mix of uses; target market design approach; access design; parking <br />need; relationship to the transit mall and Courthouse Square; and, Project <br />schedule. <br />(d) A preliminary project budget and ten-year financial pro forma, and additional <br />information relevant to Proposer's financial strength, resources, and capabilities. <br />(NOTE: Financial information may be separated for confidential handling, if <br />marked "confidential financial information " and delivered at the same time as <br />the rest of the submittal. To the extent permitted by Oregon Law, the Procuring <br />Agency will treat this information as confidential under the Oregon Public <br />Records Law.
