IV. Willingness of any parent company to provide the required
financial guaranty evidenced by a letter of commitment signed
by an officer of the parent company having the authority to
execute the parent company guaranty
V. Ability to obtain required insurance with coverage values that
meet minimum requirements evidenced by a letter from an
underwriter confirming that the Proposer can be insured for the
required amount
ii. Evidence of satisfactory performance and integrity on project
developments in performing on time, and meeting specifications.
Description of steps taken by Proposer to resolve any judgments, liens,
and other claims. Evidence shall be by client references. The Procuring
Agency shall have the right to investigate the references and past
performances of Proposer.
(b) Evaluation Criteria
Unacceptable Exceptions, Conditions, Reservations and
Understandings (pass or fail). Exceptions, conditions, reservations or
understandings that are explicitly, fully and separately stated in a
conspicuously identified section of Proposer's proposal will be
evaluated for their acceptability. A proposal having a preponderance of
unacceptable exceptions and conditions may be cause for the proposal
to be rejected. Each of any exceptions and/or conditions made in a
proposal will be evaluated and the Selection Committee will determine
their individual acceptability. An unacceptable exception, condition,
reservation or understanding, if not withdrawn by the Proposer upon
the request by the Selection Committee, would be cause for the
proposal to be rejected.
For the purposes of determining the competitive range a proposal
containing unacceptable exceptions, conditions, reservations or
understandings may be included on the basis that the proposal is
capable of being made acceptable provided that the Proposer withdraw
or modify the unacceptable exceptions, conditions, reservations ar
understandings. Any exceptions, conditions, reservations or
understandings which do not cause the Selection Committee to
consider a proposal to be outside the competitive range, will be
evaluated according to the respective evaluation criteria and/ar sub-
criteria which they affect.
ii. Technical Proposal. The Project proposal
offered will be evaluated for the following factors and each factor will be
assigned a score as described in 6.3(b) iii below:
I. Qualifications. Degree to
which Proposer exceeds the required qualifications of Section
63(a) above. Weight =
II. Record of Performance. Proven ability of the team members to
successfully develop high quality, mixed-use developments in an
urban setting. Weight =
