IIL Strength and Resources. Demonstrated ability to secure <br />construction and permanent financing for the Project. Weight = <br />IV. Responsiveness. The degree of responsiveness to the Project <br />Program and other goals and objectives stated in this Request <br />for Proposals, and the degree of compatibility of the project with <br />the transit mall and Courthouse Square functions. Weight = <br />V. Equity. Ability to provide necessary equity, and amount of <br />equity to be invested in the Project. Weight = <br />VI. Schedule. Proven ability of Proposer to complete projects on <br />schedule and a proposal for meeting the proposed schedule. <br />Weight = <br />VII. Business Offer. The economic value of the Business Offer. <br />Weight = <br />VIII. Description of Project. The <br />quality and desirabiliry of the proposed Project as described and <br />depicted by Proposer. Additional consideration will be given to <br />proposals including a mixture of ground floor retail with above <br />ground residential use. Weight = <br />iii. Scoring Criteria. Each of the foregoing factors <br />will be assigned a score as follows: <br />Excellent (20 points) Significantly <br />exceeds in all respects the minimum requirements; high probability of <br />success; no significant weaknesses. <br />Very Good (10 points) Substantial <br />response; meets in all aspects and in some cases exceeds, the critical <br />requirements; no significant weaknesses. <br />Good 5 points) Generally meets mmimum <br />requirements; good probability of success; weaknesses can be readily <br />corrected. <br />Marginal (1 point) Lack of essential information; low <br />probability for success; significant weaknesses, but correctable. <br />Unsatisfactory (0 points) Fails to meet minimum requirements; <br />needs major revision to make it acceptable. <br />iv. Total Weighted Score. After each factor for the Proposals has been <br />assigned a score, the scare shall be multiplied by the weight assigned to <br />that factor. Then each weighted score for each factor shall be added <br />together and a total score for the Proposal shall be determined. <br />6.4 Evaluation Procedures <br />All aspects of the evaluation of the proposals and any discussions/negotiations, including <br />documentation, correspondence and meetings, will be kept confidential during the evaluation <br />and negotiation process.
