IIL Strength and Resources. Demonstrated ability to secure construction and permanent financing for the Project. Weight = IV. Responsiveness. The degree of responsiveness to the Project Program and other goals and objectives stated in this Request for Proposals, and the degree of compatibility of the project with the transit mall and Courthouse Square functions. Weight = V. Equity. Ability to provide necessary equity, and amount of equity to be invested in the Project. Weight = VI. Schedule. Proven ability of Proposer to complete projects on schedule and a proposal for meeting the proposed schedule. Weight = VII. Business Offer. The economic value of the Business Offer. Weight = VIII. Description of Project. The quality and desirabiliry of the proposed Project as described and depicted by Proposer. Additional consideration will be given to proposals including a mixture of ground floor retail with above ground residential use. Weight = iii. Scoring Criteria. Each of the foregoing factors will be assigned a score as follows: Excellent (20 points) Significantly exceeds in all respects the minimum requirements; high probability of success; no significant weaknesses. Very Good (10 points) Substantial response; meets in all aspects and in some cases exceeds, the critical requirements; no significant weaknesses. Good 5 points) Generally meets mmimum requirements; good probability of success; weaknesses can be readily corrected. Marginal (1 point) Lack of essential information; low probability for success; significant weaknesses, but correctable. Unsatisfactory (0 points) Fails to meet minimum requirements; needs major revision to make it acceptable. iv. Total Weighted Score. After each factor for the Proposals has been assigned a score, the scare shall be multiplied by the weight assigned to that factor. Then each weighted score for each factor shall be added together and a total score for the Proposal shall be determined. 6.4 Evaluation Procedures All aspects of the evaluation of the proposals and any discussions/negotiations, including documentation, correspondence and meetings, will be kept confidential during the evaluation and negotiation process.
