PROJECT SUMMARY <br />Marion County and the Salem Transit District are pleaseci to announce an opportunity for a qu~lified retail <br />or mixed use developer to participate in a public / private partnership on the new Salem Courthouse <br />square project. <br />The full block project incorporates a new bus transit center, public areas and an approximately 150,000 <br />SF office building. The project will also be developed with 258 subsurface parking stalls. An additional <br />building pad with general dimensions of 277' X 50' is envisioned for compatible mixed use development <br />(i.e., retail, office, residential or a combination of such uses). This building pad is the focus of this RFP. <br />The site, bounded by Chemeketa Street NE, Court Street NE, Church Street NE and High Street NE, is <br />owned jointly by the County and Transit as part of a condominium agreement. The successful Proposer <br />will obtain an interest in a northern portion of the properiy upon the exe,cution of a fifty-year land lease. <br />The site will be highly visible with a Central Business District location. Its location, immediately <br />adjacent to the new transit center should both encourage and be supported by transit use. When combined <br />with the other components of the project, this site should provide for a sizeable amount of pedestrian, <br />customer and visitor activity and access. Due to the unique nature of the project and its central downtown <br />location, the County and the Salem Transit District will expect proposals that aze distinctive in design, <br />supportive of transit use and complementary of ti~e entire development both in terms of economic~a~d ~ <br />functionC'~/!'LC~i ~U~ , <br />~•- The development team invites proposals and statements of qualifications from development teams, setting <br />forth their experience in developing similar urban projects, their fmaacial capabilities, their approach to <br />the project, and a preliminary business plan addressing issues identified in this package. The format tor <br />submittals, and the details of the selection process, is included in this RFP. <br />The deadline for submitting proposals is <br />Questions regarding the RFP should be addressed to <br />II. = PROJECT BACKGROUND <br />The Courthouse Square project is the product of a partnership between Marion County, the Salem Transit <br />District and the Federal Transit Administration. This partnership reflects a shared commitment to creaxe a <br />public facility that benefits all segments of the community, and as part of this vision, it has been a priority <br />to include a private entity as a component of this unique development <br />As reflected in the attached plans, the new bus mall will run (eastlwest) the full length of the block. This <br />area is intended to create an inviting and comfortable environment for bus riders while at the same time <br />enhancing the efficiency and safety of the operation. The five-story office building will be located at the <br />south end of the block. Approximately 90% of the office wili be occupied upon completion. Tenants will <br />include County offices and conference center. Salem Area Transit offices and associated customer service <br />operations, and a small amount of retail space <br />
