~ <br />~ <br />~~ <br />~ <br />A private developer will be selected to create, finance and operate a mixed-use component on the <br />northern portion of the property. There will be design and use constraints on this development. This <br />~•- component wi(1 be constructed on grade adjacent to the elevated slab above the subsurface parking lot and <br />will be capable of sustaining loads of a three-story building. The development considets retail to be an <br />integral element of this project and will look favorabty on those proposals that incorporate a viable retail <br />component. ~ <br />Aside from the economics of each proposal, the Countyl Transit partnership is interested in a distinctive <br />and attractive addition that adds vitality and physical symmetry to the blocic. <br />III. DEVELOPMENT PROGRAM <br />Marion County and Salem Area Transit intend to allow fle~cibility and encourage creativity in the <br />development of this project, providing the proposal falls with the guidelines of this RFP. <br />The development parameters listed below are not all-inclusive, and during negotiations witi~ the selected <br />developer the program may be refined or altered. However, the developer's proposal should incorporate <br />these elements to the greatest extent possible. <br />1. Buildin~ Design Elements: <br />Development proposals that incorporate appropriate "transit supportive" design elements will <br />be favorably considered during the developer selection process. Transit support projects are <br />generally of a mixed-use nature, designed for pedestrians with convenient and safe <br />connections to transit, to downtown and (in this case) the office component of the project. <br />Minimum requirements: The following design elements are minimum requirements for this <br />project: <br />a. Ground floor entrances that will provide direct pedestrian access on to and to the <br />transit center. <br />b. High quality design and materials thai are compatible with the office of the larger <br />project site. <br />c. Attracrive and appropriately sized pedestrian connections. <br />d. Maximum three story building. <br />e. Active ground (evel uses such as retail or day care are desirable in the ground floor <br />space to serve the larger site as well as shoppers, visitors, clients, transit patrons and <br />residents. <br />2.
