REQUEST FOR PROPOSALS <br />FOR DEVELOPMENT OF THE LU YEN SITE <br />INTRODUCTION <br />Request for Proposal <br />Tri-Met owns four sites next to new light rail stations in the Goose Hollow neighborhood <br />directiy west of downtown Portland. These sites are being offered to developers for <br />development proposals as construction of the Westside Light Rail Project is completed. <br />Developers for two sites have already been selected. This is a request for proposals <br />(RFP) to develop a project on the third site, referred to as the "Lu Yen" site. The fourth <br />site will be considered in late 1997 and early 1998. <br />This RFP seeks the best qualified developer or development team to produce a project <br />that: <br />• meets the requirements for development described in Section II below <br />• provides high quality design and construction <br />• successfully targets a segment of the emerging market not being served on <br />the other two Tri-N1et sites in Goose Hollow <br />• attracts viable ground floor uses that add to the vitality of the street and <br />~ neighborhood <br />• permits the highest land purchase price while meeting other objectives <br />described in this RFP. <br />Location of site <br />The property discussed in this RFP is known as the Lu Yen site, a gentiy sloping parcel <br />of approximately 23,400 square feet. The site, directly east of Collins Circle, is <br />bounded by SW Jefferson, SW Columbia, SW 1 7th and 18th Streets. The parcel will <br />enjoy easy light rail access from Gresham to Hillsboro and convenient auto access to <br />I-405 and all points of the Portland region. <br />Deve/opment opportunities on the site <br />The site offers the opportunity to provide a mix of residential and commercial uses. <br />There is a strong demand for housing in this neighborhood setting within walking <br />distance of downtown and Washington Park. Goose Hollow is projected to grow by <br />1000 more residential units by 201 5. The site is positioned to serve the commercial <br />needs of these new residents ?s ~vell as capture drive-through and light rail trarfic. <br />Potential fo~ on-street parking and open space <br />The public right-of-way surrounding the site could potentially be reconfigured to improve <br />pedestrian connections and add on-street parking.
