Courthouse Square Security <br />• Page -2- <br />concerns. It is also our understanding that there was $70,000 set aside for building security, but <br />that has already been allocated for key cazds and readers on doors. It is unclear to us what <br />•additional financial commihnent the County is able to make, in order to provide a secure <br />building for county elected officials and employees. <br />I have been conducting meetings with department heads and elected officials or their <br />representatives, to discuss security concerns in their areas. I will compile a report on these and <br />forwazd it to you and Randy Curtis, to pass at your discretion, to the Building Design Group and <br />Architect. <br />RECOMMENDATION: <br />We feel that the security issues for this building needs to be addressed by a person who has <br />expertise in building security, design and implementation of security systems. We are not <br />prepazed to recommend numbers and placement of closed circuit cameras that should be <br />installed, which doors need to have controlled access, solutions to azeas that have higher security <br />needs, especially with the money having already been allocated. <br />• A security consultant would be able to provide us with this information and be able to work with <br />the building and design group to implement the security plan for this new building. <br />I have enclosed information from several local (Portland Area) Security Consultants, their <br />availability to assist in the design plan and provide recommendations to the oversight group on <br />the design of the total or partial security system for Courthouse Square, along with their fee <br />schedule and references. This person/group could be hired independently by the architect or <br />construction manager to provide this valuable service. <br />We also feel that there are other issues that will need to be process at a staff level on an ongoing <br />basis. We would like to keep this Building Security Work Group chartered and add/subtract <br />staff contact as the needs change.
