General Manager members and their families are invited to ride the bus on Saturday, <br />December 13. The parade begins at ~:00 p:rri: - The bus will be located in <br />Status Report front of the State Street side of the Capitol just east of Winter Street. Riders <br />should be at the bus by 6:30 p.m. to be ready to leave at the appropriate <br />time. <br />Refemng to his report on page 55 of the agenda, Mr. Andersen-Wyckoff <br />said the diesel fuel costs had been at 73.75¢ and for some ~~known <br />reason it dropaed to 71.9¢ the week of November 6"'. This week has <br />retumed to 73.75¢ per gallon. This is probably the start of the fall slow <br />Gimb in diesel prices. <br />Mr. Andersen-Wyckoff referred to a handout memo (herein given as <br />Attachment B and by this reference made a part of these minutes) from <br />Marion County and noted that the Board is invited to join the Marion County <br />Commissioners in a presentation to the Salem City Council in a Work <br />~ Session on December 1 from 12:00 Noon to ~~00 p.m. on Courthouse <br />Square. This is the last of the meetings with the local govemments prior to <br />the Commissioners making their decision regarding the next phase of the <br />project. He said he hoped all Boa~d members would be able to adjust their <br />calendars to be present since he feels it is very important. <br />Diredor Kelley referred to the a-tide on oommunity policing by Darin <br />Campbell contained on page 60 of the agenda and asked if she could draft <br />a letter to Mr. Campbell whom she has met. She would like to let him know <br />that the Transit District pays for a po~tion of the downtown police. <br />President Caraballo said one of his other functions is sitting on the Police <br />Academy's Community Polici~g Board. The Campbell brothers and father <br />all are the representatives of the Oregon Association of Chiefs of Police <br />and are very excited about and interested in doing community policing. In <br />fact, he has had some significant discussions of how some regional <br />community policing dynamics can be done in the broader region. Aside <br />from his wo~lc with the Marion County Sheriff, Salem and Keizer Police <br />Departments they will also bring it in from the perspective of the Transit <br />District. <br />Mr. Andersen-Wyckoff said the District has hired its first Security <br />Coordinator, Ron Freshou~, and will int~oduce him to the Board at the <br />December Board meeting. Mr. Freshour is a retired Captain with the <br />Marion County SherifPs Department. He was a very active, well-known, <br />and well-liked officer with a great deal of experience and he will be a <br />tremendous asset to the District with its public safety program and the <br />security plan for the new facility. <br />President Caraballo said that Captain Freshour was also part of the <br />regional development designs within the Sheriffs office under Sheriff <br />Prinslow on community policing. This gives us another linkage in talking <br />about how a total commun'ity cares for itself. <br />Ridership Report Referring to the Ridership Report on page 61 of the agenda, Mr. <br />Whittington said October was the highest ridership month in District history <br />at any point and possibly in the history of transit in Salem.
