~ <br />Director Kelley said that "resigna6on" may be the wrong word, and <br />"reassignment of duties" by the General Manager is more appropriate as <br />was reflected by her discussion at the Marion County Board of <br />Commissioners' meeting in the absence of President Carabailo. <br />President Caraballo said Mr. Andersen-WyckofPs memo names it as a <br />resignation as Project Manager of Cou~thouse Square. <br />Di~ector Towslee said there has been a reassignment of duties, but Mr. <br />Andersen-Wyckof~s memo does say °resignation as P~oject Manager." <br />The Motion r~assed as follows: <br />AYES: Campbell, Caraballo, Swenson, Towslee, and Wieprecht (5) <br />NAYS: Kelley (1) <br />ABSTENTIONS: None (0) <br />A~SENT: Newton (1) <br />Director Kelley said she felt that in the n.ish of things happening the word <br />"resignation" probably was not taken out of the subject line at the top of the <br />memo at the initial discussion and prior to the discussion with the DistricYs <br />Legal Counsel. <br />President Caraballo asked Mr. Andersen-Wyckoff if it were necessary to <br />take action on the authorities the Board granted him for negotiating <br />individualized contracts and actions the Board subsequently took for all of <br />those activities. <br />Mr. Andersen-Wyckoff said he did not believe that was necessary because <br />all of those have already been executed and there are no further <br />executions taking place. He said, however, that he thought it would be <br />appropriate for the Board to accept that Mr. Whittington will report di~ectly to <br />the Board of Directors on the Cou~thouse Square issue. <br />At this point President Caraballo said he would like to fonnally appoint a <br />Board Subcommittee to deal with Courthouse Square matters and liaison <br />activities with Marion County. Since Director Wieprecht is already the <br />Board liaison on the project, he asked him to take the leadership of the <br />Subcommittee. He then appointed Directors Kelley and Towslee to the <br />Subcommittee. The Subcommittee will work with City and County officials <br />on the project attending meetings and representing the interests of the <br />District on these matters. <br />Director Kelley referred to Attachment A, the page titled "Marion County & <br />Salem Area Mass Transit District Courthouse Square Project: <br />Development Team°, and noted for clarity that the title for the DistricYs <br />members in the box titled "Intemal Staff Team" should be changed to <br />"Transit Members" omitting the reference to the Board. <br />Mr. Andersen-Wyckoff said that because that is a draft there was a great <br />deal of work done on that this moming by the CountylTransit's Intemal <br />Committee. It was determined that at least for that working body it only <br />allows that Director Wieprecht and Commissioner Franke, as their <br />respective representatives, can sit in on those meetings because they are <br />technical intemal meetings.
