~ Chair Franke said the two sources of funding for <br />the County's share of the project came from the <br />value of the Senator Block praperty that the <br />County owned and to utiiize th~ resources that <br />the County departments currently pay for rent <br />and lease. He says the citizens did not want to <br />spend more property tax dollars far a downtown <br />service center even if it provided increased <br />efficiency. <br />The need to provide additional state court space <br />and the desire to consolidate county offices are <br />the two reasons the county entered into this <br />p-oject. <br />Regarding accusations of conflict of interest, <br />Chair Franke stated tha~t Dan Berrey resigned <br />from the Transit 6oard before the Courthouse <br />Square Project went out for an RFP, responded <br />to the RFP and competed for the p~oject against <br />one other proposer at the time. A panel, <br />selected by the County and Transit that included <br />county, city, state and private sector, reviewed <br />the proposals. The Transit District had only one <br />member on the panel. He stated there is no <br />evidence that Mr. 6errey had inside infiormation <br />on this project. County legal counsel does not <br />believe the~e is anything unusual in the sequence <br />of events. <br />Luis Caraballo said one of the reasons the SABA <br />Corp, was not chosen is they were not wiliing to <br />relinquish ownership of the facility upon <br />completion of payment of the debt. <br />PUBLIC HEARING, 12/4197, PAGE 7 <br />57 <br />
