ATTACHMENT A <br />(Revised 12/18/97) <br />BYLAWS GOVERNING PROCEDURES AND CONDUCT OF THE <br />SENIOR AND DISABLED CONSUMER ADVISORY COMMITTEE <br />Article 1 Purpose and Mission <br />Whereas, the Senior and Disabled Consumer Advisory Committee <br />(CAC), established by the Salem Area Mass Transit Dist~ict Board of <br />Directors meets to discuss transportation related issues pertaining to <br />seniors and disabled people: The Committee will act as an advisory <br />committee to encourage and promote services that meet the needs of <br />seniors and disabled people, and perform other duties ~s assigned by the <br />Board of Directors. <br />Article 2 Responsibilities <br />The Committee shall advise and make recommendations to the SAMTD <br />Board of Directors on the DistricYs Cherriots and CherryLift transportation <br />programs. The Committee may also advise on the coordination between <br />existing transportation seniices. The Committee through their <br />Chairperson, shall make a status report of its activities to the Board a <br />minimum of three (3) times per year. <br />Article 3 Membership and Terms of Appointment <br />Membership shall consist of a minimum of nine (9) members to a <br />maximum of fifteen (15) members. <br />Committee members shall be appointed by the Board of Directors for a <br />period of three years, commencing on January 1 of the yea~ in which the <br />member is appointed. A member may not serve more than finro <br />consecutive terms. <br />The Board may elect to appoint people to fill unfilled terms, and such <br />terms shall expire on the date of the expiration of the original term. <br />Committee membership shall consist of users of the Cherriots or <br />CherryLift transportation programs, providers or consumers of senior or <br />disabled transportation services, or representatives of seniors or disabled <br />people. <br />There shall be no more than two members representing any agency, <br />organization, or advocacy group. <br />The Committee may recommend removal of one of its members to the <br />Board of Directors by a vote of two-thirds majority of all its members. <br />Such removal shall be for cause. <br />93 <br />
