ATTACHMENT B <br />(Revised 12/18/97) <br />The Board of Directors may choose to have the commissioners of Marion <br />and Polk County submit names of individuals for consideration in filling <br />terms as they become open in those areas. <br />Committee members shall be appointed by the Board of Directors for a <br />period of three years, commencing on January 1 of the year in which the <br />member is appointed. Terms shall be set to overlap in their expiration <br />date. A member may not serve more tiian two consecutive terms. <br />The Board may elect to appoint people to fill unfilled terms, and such <br />terms shall expire on the date of the expiration of the original term. <br />In accordance with State statute, Committee members shall be appointed <br />from amongst elderly or disabled users of transportation services, <br />transportation providers, representatives of people who are elderly or <br />disabled, or people who are elderly or disabled without access to <br />transportation services. The actual composition of the Committee shall be <br />the sole discretion of the Salem Transit Board of Directors. <br />The Committee may recommend removal of one of its members to the <br />Board of Directors by a vote of the majority of all its members. Such <br />removal shall be for cause. <br />All meetings shall be open to the public. The public shall participate <br />under the provisions of Oregon's "Public Meetings Law." <br />A quorum of the Committee shall consist of a majority of all the members. <br />A quorum must be present for any business to be conducted. A majority <br />vote of those members present is needed to approve any <br />recommendation, except as otherwise provided herein. No member may <br />vote unless present. <br />The meetings shall be conducted under Robert's Rules of Order <br />During the process of soliciting and evaluating applications, the <br />Committee will meet on an as-needed basis to conduct its business. In <br />addition, quarterly meetings shall be held to review the performance of <br />providers and consider any reports or recommendations that need to be <br />presented by the Committee to the District Board of Directors. <br />Meetings shall be held at the SAMTD Headquarters Boardroom at 3140 <br />Del Webb Ave. NE, Salem, OR; or other place as designated by the <br />District in consultation with the Chairperson, and so advertised in <br />conformance with applicable laws. <br />A{I members are expected to attend the scheduled meetings. If a <br />member is unable to attend a scheduled meeting, the member must <br />contact the District or a Committee represe~tative and let them know of <br />their absence at least 24 hours or one business day in advance, except <br />in cases of an emergency.
