5ALEM TItANSTT CENTER <br />SPECIFIC STTES WHICH HAVE BEEN REVIEWED IN THE PAST <br />Virtually every block in the downtown area has been scrutinized by staff and professional <br />consultants over the twenty-year history of transit center site evaluation in Salem. These sites noted <br />below are among the few that have not been eliminated from considerarion for one reason or <br />another, and have most recently been discussed publicly as feasible site alternatives. <br />Senator Block <br />This site is bounded by Chemeketa St., Church St., Court St., and High St. It is occupied by the <br />Senator building and hotel, the Ticor building, about a dozen small businesses, and Marion county <br />offices. <br />o This block has consistently been identified in studies as the best location for the <br />transit center. <br />o A Senator block site on the northern portion of the block, including use of <br />Chemeketa St., was approved by the Salem city council in 1981, but was not <br />developed by transit board at that rime. <br />o Most of the block is now owned by Marion County. At one point, the District and <br />the County considered a joint develo~ment of a transit center, county offices, parking, <br />and possible commercial space. A County feasibility study led to the dismissal of the <br />transit center as an option on the site. <br />o The County's plans to develop the site have been prolonged--further development <br />oprions may be reevaluated in the future. <br />Oddfellows Site <br />This site comprises a half-block area west of High St. between Court and State Streets. It is <br />occupied by the Grand Theater, Salem Transit offices, several small businesses, and the Ben <br />Franklin building, which houses County offices and two businesses. <br />o This was the District's "preferred" site for study as a possible joint development. <br />However, its recent sale may affect its availability. <br />o This site is on the historic register, a factor which greatly impacts the cost and <br />timeline for its development. The presence of this structure may render the site <br />impractical for fiuther consideration. <br />o As initially conceived, this would be a joint development, incorporating some <br />commercial spaces, possible space for civic uses, and parking, as well as the transit <br />facilities. <br />
