»- . <br />Marion Parkade/[Jnion St. <br />The area of study has been the north half of the ground level of the Marion Parkade, as well as a <br />portion of Union St. <br />o About 150 parking spaces in the parkade would be lost. <br />o Engineering studies indicate that Cherriot buses could adequately access the parking <br />structure at the ground level. Special lighting and ventilation would be needed to <br />maintain a good environment underneath the structure. <br />o The City's parking board and the City Council indicated opposition to t1~is option in <br />1992. <br />High Street <br />The District studied the feasibility of closing off High St. between Court and State Streets, and using <br />the area as a transit mall <br />o This facility has the advantage of being located in a current street area, and would <br />not cause the relocation or demolition of existing businesses. <br />o A consultant study suggested that the impacts on traffic in the downtown area could <br />be reasonably managed if High St. ,was closed for this facility. <br />o City staff has indicated that the traffic impact of closing High St. would be excessive, <br />and they would not support this option. <br />One additional site was very briefly reviewed by the District staff, in response to a request from the <br />Salem Downtown Development Board. Called the PGE site, between Liberty and Broadway north <br />of Division St., the site has not been viewed favorably by the Transit Board for a variety of reasons. <br />o This site was considered to be too distant from the downtown core to adequately <br />serve downtown-oriented customers. <br />o The street configuration at this locarion is poorly suited to the needs of the transit <br />center. <br />o A shuttle system of up to five or six buses would be required to move people from <br />this site into the downtown/mall area, at a substantial operating expense to the <br />District. <br />~c:wr~coxE~ <br />~nr~s <br />
