1. Customer Perception <br />- Safety...are the surroundng streets safe to cross...is the site dark and isolated...is it a part of town people <br />feel secure in...will there be other people around to help make the area safe? <br />- Convenience...is the site close to shopping and work areas...are there good pedestrian connections (e.g., <br />connection to skywalks)...are there any barriers o~ obstacles to cross, such as parking lots, c~osswalk <br />barricades, etc.? <br />- Amenities...any public facilities nearby, such as restrooms, phones, etc....are surrounding areas well lit? <br />- Pedestrian facilities...are the nearby intersections signalized...crosswalks available...sidewalks with curb cuts <br />for disabled? <br />2. Ease of bus accesslegress (traffic clrculation-buses are 40' long, and up to 20 buses would be <br />entering/exiting heavy traffic in peak times) <br />- Avoid direct egress onto principal downtown aRerials...does the site require the use of Marion St., Center <br />St., LibeRy St., or Front St? <br />- Minimal bus/pedestrian conflict....will buses have to cross busy sidewalks which have heavy pedestrian <br />volumes...are there site obstructions which wiU make it difficuft to see pedestrians? <br />- Special signalization needed...will the site require any unusual traffic control devices? <br />- Turning radiUclearances...is there sufficient room at the site and on adjacent streets that will be used to <br />move buses into and out of the facility safely? <br />3. Adequacy of site to accommodate facilities <br />- Size of the site...is the site large enough to serve as a transit center...'rf expanded development is <br />considered at the site (such as day care, parking, retail) is there sufficient room to accommodate the <br />development? <br />- Configuration...is the site a simple rectangle, or are there irregularities that could make it drfficult to <br />develop? <br />- Site preparation needed...any special landscaping that will need to be removed, or added...any unusual or <br />costty preparations needed to make the site useable? <br />- Joint development potential...is the site la~ge enough to add commercial sq. footage...is it a good area to <br />include other uses such as comme~ciaVretail...are there willing joint development partners associated with <br />the site? <br />4. Proximity to emplayment and shopping ~ <br />- Distance to dowr~own shopping...how far to such attractions as the Salem Center, dowMown banlcs, and <br />key shopping areas? <br />- Distance to Capitol Mall <br />- Distance to other downtown region destinations, such as City Hall, SAIF, Willamette, comme~ciaVretail <br />businesses along Cou~t S~ and Lberty S~ south of Court? <br />- Ease of pedestrian access...what is the wa~ing environment like from the site to above-noted destinations? <br />5. Disruption to businesses <br />- Impacts on sunounding businesses...what are the surrounding businesses...are they likely to be impacted <br />in a particularly positive (or negative) way by the transit ceMer? <br />- Relocation impacts...will businesses on the site have to be relocated...how diff'~cuft will it be to find new <br />locations fo~ the particular businesses...will the relocat~on be unusually harmful for the particular <br />businesses? <br />
