Effects of nolse and exhaust <br />- Types of surrounding land uses...are the surrounding businesses particula~ly sensitive to noise or exhaust <br />impacts? <br />- Ability to mitigate impacts...is there room at the site to install landscaping or other types of baffling...is the <br />site open and well ventilated, or is it enclosed? <br />8. Site availability <br />- Type of ownership...is the site under public ownership, off the tax roles, or privately owned...is there a <br />single owner or muftiple owners...how many parcels need to be acquired? <br />- Willing seller...are the owners willing to sell the prope~ty? - <br />• Condemnation...is condemnafion the only course available to obtain the site? <br />- Current land uses/Level of development...is the site presently developed to a high use (i.e., compatible with <br />the downtown area, generating high rate of taxes)...are the current uses at the site difficult to replace? <br />9, Development costs <br />- Demolition...is demol'~tion necessary, and how costly might it be? <br />- Relocations...how many businesses will need to be relocated...is there a reasonable place to which the <br />existing businesses can be moved? <br />- Environmental mitigation...are there any environmental concerns, such as asbestos...is there likely ground <br />contamination at the site...can the site be capped as a method of mitigation? <br />- Engineering & development...any physical condit'bns at the site which will hinder development...will existing <br />structures that may remain in place need repair or reinforcing? <br />10. Operating costs of the site <br />Circulation of buses to access site...will routes need to be circuitous to reach the site and deploy through <br />downtown from the site...will extra time be needed to ~each and entedexit the site? <br />- Shuttle service needed...is the site at a distance from the majo~ attractions of the downtowNCapitol Mall, <br />or phys'~cally isolated by its surroundings, to ~equire shuttle bus seroice to reach the attractions? <br />11. Unlque slte characteristics <br />- Nistoric st~uctures...are any st~uctures on the site on the historic register...are any eligible for the <br />register...might they be ~elocated? <br />- Low income housing..:~s there any on the site that will have to be removed...how many units...are the <br />existing housing units on the site viable for a long tenn, or are they likely to be removed in the near future? <br />12. Site Cost <br />- How does this site compare with others in terms of relative cos~..lf the site is costly, does it have benefits <br />which merit the cost (such as central location, amenities, etc.) <br />
