As I pointed out in the letter, this is a proposed public/private partnership in which Marion County would be the lead partner. Our Board of Directors has enthusiastically endorsed and embraced this innovative concept and trust that the Salem City Council will do likewise, thouqh we understand that their stake in its success may be somewhat more oblique than yours and ours. We hope that the actions of our Board and the City Council will set the stage for your commission's enthusiastic endorsement and leadership in this proposed project. Our General Manager, R.G. Andersen-Wyckoff, will be in attendance at your December 6, meeting to answer any questions you might have regarding this matter.
