H ERRI <br />T <br />sa~en, arearransit <br />3140 Del Webb Avenue NE/Salem, Oregon 97303-4165/Telephone: (503) 588-2885 <br />December 1, 1995 <br />Mayor Ro er 'Gertenrich <br />and S e City Council <br />City of lem <br />555 Li rty Street SE <br />5ale , O egon 97301 <br />Dear Mayor and Council: <br />As you are aware, the Transit District has been working in <br />cooperation with Marion County to bring forward a <br />public/private partnership on the Senator Block downtown, which <br />we call "Courthouse Square." That project envisions a multi- <br />use facility which would provide a new Transit Center, Marion <br />County Service Center, retail/commercial space, and the <br />possibility for other local government services. <br />To facilitate this project, the Board of Directors of the Salem <br />Area Mass Transit District has taken the followinq actions: <br />1. We have designated the Senator Block as our preferred site <br />for the downtown Transit Center, with the north end of the <br />Movie Center block and the Washington Mutual block, as our <br />secondary sites for consideration; <br />2. We have endorsed the concept for "Courthouse Square" as it <br />was presented to the intergovernmental work session on <br />November 7. We recognize the many issues which must be <br />dealt with before this concept can be brought to fruition, <br />but belie~e it ~s esse:~ti31 at this ~i:n.~, te ~~ke a f~rm~l <br />action endorsing the concept; and, <br />3. We are hereby requesting the City Council qrant the <br />Transit District a 3-year moratorium on moving the current <br />transit facility from its High Street location. <br />We request that your City Council consider endorsing the <br />"Courthouse 5quare" concept, which would by implication endorse <br />the Senator Block site for the Transit Center; and grant the <br />requested 3-year moratorium on the relocation of the current <br />transit facility at your Council meeting of December 4, 1995. <br />We further recognize that any endorsement by the City and/or <br />the Transit District of the "Courthouse Square" concept is, of <br />course, subject to Marion County's endorsement inasmuch as they <br />
