That project envisions a multi- use facility which would provide a new Transit Center, Marion County Service Center, retail/commercial space, and the possibility for other local government services. To facilitate this project, the Board of Directors of the Salem Area Mass Transit District has taken the followinq actions: 1. We have designated the Senator Block as our preferred site for the downtown Transit Center, with the north end of the Movie Center block and the Washington Mutual block, as our secondary sites for consideration; 2. We have endorsed the concept for "Courthouse Square" as it was presented to the intergovernmental work session on November 7. We recognize the many issues which must be dealt with before this concept can be brought to fruition, but belie~e it ~s esse:~ti31 at this ~i:n.~, te ~~ke a f~rm~l action endorsing the concept; and, 3. We are hereby requesting the City Council qrant the Transit District a 3-year moratorium on moving the current transit facility from its High Street location. We request that your City Council consider endorsing the "Courthouse 5quare" concept, which would by implication endorse the Senator Block site for the Transit Center; and grant the requested 3-year moratorium on the relocation of the current transit facility at your Council meeting of December 4, 1995. We further recognize that any endorsement by the City and/or the Transit District of the "Courthouse Square" concept is, of course, subject to Marion County's endorsement inasmuch as they
