Report to the Board of Commissioners regarding Courthouse Square
Space Programing Needs
Fe6ruary 11, 1998
Background:In the last 24 months, several opfions have been considered with respect to
wluch departments will occupy space in Courthouse Square and what their
square footage needs are. Estimates have varied from 50,000 to 100,000
nsf depending on wluch deparhments were included in the program and
their estimated program needs. Most recenfly, two issues have required the
county to refocus on space needs. The future use of the Fravkliu Building
and consolidafion issues of District Attorney's office generated new
concerns and cost issues. Space needs have also been modified based on
building size and the need for future expansion space.
In recent months, the county has focused on three options which are
addressed in tlus report. A summary of those oprions is presented on the
following page. The background data used to estimate our current space
and projected space needs is attached and labeled "Special Report, Caunty
Space/Staff Programing, January 22, 1998." It should be noted, that all
space projecfions are estimates and are subject to change based on fmal
building design, consolidation and efficiency issues and changes in
program needs.
All space needs are presented in net square footage (ns fl wluch equates to
useable area. Rental rate however, aze calculated on rentable square
footage (rs fl which can be obtained by mulriplying the nsf by a factor of
1.13%.
Discussion: In our original analysis (oprion 1), the county would relocate departments
needing 52,615 nsf from three different locations:
1. Deparhnents originally located on the Senator Block
2. Selected Courthouse departments displaced by the courts
3. Departments leasing space in the downtown area
As expansion space in Courthouse Square was reduced to meet concerns of
the business community and to reduce the overall interest rate, it was
decided to relocate Franklin Building tenants to Courthouse Square. This
would allow the Franklin Building to be refmanced and leased out for use
