Option 2 added the Franklin <br />Building departments and increased the needed square footage to 75,615 <br />nsf. <br />Opfion 3 evolved from discussions with the Dishrict Attorney when it was <br />determined that consolidation of all District Attorney funcrions could v_astly <br />improve efficiency and service delivery. Again, greater occupancy of the <br />building by taac-exempt county offices would also reduce the interest rate <br />on bonds. This option increased the county's estimated space needs to <br />87,837 ns£ With We 1~ansit district anricipating a need for 23,770 nsf, this <br />leaves appro~mately 14,000 nsf for expansion space. <br />Recommendation <br />Subject to a new financial analysis (proforma) being developed on the project and <br />assiuuing that the departments listed in opfions 1, 2, and 3, can afford a rental rate of <br />$1.30 /rsf, staffrecommends that the county adopt the attached space ~rograming report <br />dated Januarv 22,-1998. It recommends that fmal design and s~ace plauuiug for <br />Courthouse be based on a current need of 87,837 nsf <br />This recommendation assumes that most county departments will not need additional <br />office space for approximately 5 years. It also assumes that the expansion space will be <br />occupied within 10 years of initial occupancy (2010). It also assumes that the Franklin <br />Building will be a~ailable for long-term expansion space for at least the next 20 years. <br />
