ti
COURTHOUSE SQUARE DEVELOPMENT TEAM
September 18, 1997 2:15 p.m.
Conf. Room B Risk Management
Present: Craig Lewis, presiding, Byron Courts, Melvin Mark Companies; Randy Curtis, Ken
Roudybush, Marion County; R.G. Andersen-Wyckoff, John Whittington, Salem Area Transit; Dave
Hays, Curt Pence, Pence/Kelly Construction; and Leonazd Lodder, Arbuckle Costic.
Schedule
The project schedule was revisited at this time. Dave did not have a updated hard copy of the schedule,
but discussion was held to see if everyone agreed on timelines. The remediation work is in the critical
path as far as start time for construction. After remediarion is complete around mid November, with bid
process and timing involved, Pence/Kelly couldn't start construction until January 15th.
Once remediation is complete, we will need to have a survey schedule included in timeline. This process
could take a week: 2-3 day project for survey and then 4-5 days for plots to be completed. Leonazd will
make contact with Bazker Surveying Company to make preliminary arrangements to have this component
fit with schedule. Date survey could be done would depend on success of remediation work being
completed. Leonazd will work with Barker to keep schedule open to perform service. By end of
October, we will have a better picture of remediation work progress and can keep Barker Surveying
alerted to timing. It was previously decided to have the backfill compaction handled by the excavator
and not with the remediation contract. That is the reason for the survey after remediaiion is completed.
Leonazd has not completed an excavation elevation as planned for today, but will have it available by
ne~ct week or sooner. Dave raised the concern of having contamination in the footings area and the need
of training and use of protective geaz to complete this phase. There would be more expense involved
should this situarion arise. Pence/Kelly's e~erience at Statesman Joumal site did not warraut any
special precautions. The Statesman Journal site went down, capped off the contaminate soils and then
came back up to site levels. Dave, Leonazd and Mike will work together for best approach.
Centurywest will also have Geotech on site during remediation phase for consultation.
Pence/Kelly was asked about the gravel layer and what they ran into in their excavation at Statesman
Joumal. It was all river rock that compacts okay. Basically it is what you see in the basement azea of
the old Senator building across the street. There is a sand layer at 30-40 feet, but that won't come into
play.
A critical piece to fit into the schedule is the timing element required by the bond people and how this
fits into the picture. MMDC needs to set up a meeting with Randy and Ken to discuss this area with the
bond people in order to get tlus phase unde~vay.
The 18 month construction schedule is still on track starting from the date we go into the ground to
completion. In discussions between county, transit and contractor yesterday, tenant move-in may be
done in phases. There is value and flexibility with moving in floor by floor. With a scenario of a
February 1 start date and the building being complete in August, we can still target moving those
departments with time sensitive leases prior to the August completion date. The move can transition
during late spring of 1999 over a 2-3 month period. Occupancy permits may be obtained floor by floor.
Transit has the flexibility to move in last if necessary. This option would also predetermine who goes
where in the new design. County boazd has specific ideas regazding adjacency requirements. We will
want to be cazeful on layouts and working with the different departments and leased space. Construction
time is 18 months for completion of building and occupancy can start at 15 months. Pence/Kelly has no
Page 1 of 4
