The scope of work includes <br />placement of a test well that will provide data to be used to develop the design and <br />construction specifications for the dewatering system. This exemption is <br />requested for the base contract amount of $20,000 and any further amendments <br />required to complete the dewatering system. <br />This exemption is being requested under Section 9 of the Contract Review Board <br />Rules which states: <br />* It is unlikely that the exemption will encourage favoritism or <br />substantially diminish competition, and <br />The contract will result in substantial cost savings to the county. <br />It is unlikely that the exemption will encourage favoritism or substantially <br />diminish competition. We currently have a contract in place with Century West <br />Engineering for environmental engineering services. As part of this contract, <br />Century West Engineering, as our agent, has selected GRI for this design aspect of <br />the project. This selection was based upon Century West's knowledge of GRI's <br />professional abilities and GRI's availability to do the project under the current <br />time constraints. Under normal circumstances, we would request written <br />proposals and are only asking for this exemption due to the importance of <br />obtaining this information so the construction is not delayed.
