~w.r `~+'' <br />Pg 2- Exemption request - Board of Commissioners <br />June 17, 1997 <br />Because the ground water level is relatively high, dewatering is a primary key to <br />construction. The building schedule is extremely tight, and cost savings will be <br />made by preventing a delay in the project. The dewatering system analysis will be <br />used to confirm the current building design which is necessary in order to <br />promptly begin construction. A true emergency exists as this information is <br />needed to complete the design of the parking structure. Delay in confirming the <br />design and making any changes necessary would postpone the start of <br />construction and could escalate the total cost of the project. <br />Upon review of this information it is my recommendation that the exemption be <br />granted based on the costs savings realized by proceeding in a timely manner and <br />that this exemption does not encourage favoritism. <br />Attached for your information and review is a letter of request from William E. <br />Annen, environmental manager of Century West Engineering Corp. and the <br />contract documents.
