city won't pay for fee designs. We may try and cover some soft costs as added line items, so the <br />city has option to accept or modify the costs. Dave was cautioned against putting add-ons to his <br />~ bid items. City has records for permits based on certain dollar values and they can check these <br />numbers. It is best to put a total project contingency as a line item up front. The city staff is <br />familiar with this process. R.G. interprets the city's opposition to soft costs not tied to architect <br />fees, but more to the project management type fees. It is best to list items with a sub-total and <br />then add soft costs as line items and then a total contingency amount. You may address project <br />management fees as design consultant fees in a line item. All fees will be coming from Urban <br />Renewal funds, which has two sepa.rate funds to draw from. Randy noted that the city may <br />require a copy of the complete project budget showing streetscape against the rest of the project. <br />We need to be ready to go on September 1 with a streetscape budget for the city. It is an <br />opportunity for political positioning with the city council. Ra.ndy stated that by September 1 the <br />project budget should be at $34 million, and the city approved streetscape when project was at <br />$33 million. We are still a good six weeks away from presentation. <br />Building Systems <br />Because Randy and Bob needed to leave for another meeting, the next issue covered building <br />systems and the number of risers requued. Byron and Leonard aze aggressively working on this <br />aspect and need to get a feel for phone needs, punch throughs, electrical panels, etc. Since the <br />county is planning on using their own phone system, we need input for areas for openings, and <br />expectations for electricians with regard to both phones and data lines. We are planning this <br />area now. It was recommended that Bob set in on the regular Thursday morning mechanical and <br />electrical meetings to provide necessary input to put together the package for wire management. <br />~ Randy and R.G. aze assuming this work will be covered in the TI's costs. Transit would like to <br />join county's system. Bob needs to work with Tom at Transit on compatibility for both <br />systems. Consideration needs to be given that floors 2-3-4 will ultimately be occupied by <br />county and transit and any future county/transit expansion area will need to be able to convert to <br />the county-owned equipment at a later date. Bob said the county needs something with easy <br />access as data technology has changed 3 times in the past 12 years for county. The mechanical <br />and electrical meetings will need to include issues of security on their agenda as well. <br />Acoustical/Vibration <br />Copies of a proposal by Altermatt Associates for acoustical consulting services was handed out <br />to team members. Is there a difference in rigid frame and sheer wall in vibration? It all <br />depends on what you do, and what you could end up with is a combination of techniques. It <br />was agreed that the direction is trying to save money and not be motivated by flexibility of <br />design. Altermatt's proposal needs to wait for a decision on whether we go rigid frame or sheer <br />wall. <br />Permitting <br />Everything is narrowed down, but water metering, fire connection, and storm sewer are the only <br />three out. Dave just received the drawing on the sewer relocation today. Rick might want to <br />come down for this one as negotiations may be involved with existing systems. No meeting has <br />been set yet. <br />~ Structural - Post Tension vs. Conventional Reinforcement <br />The heavy load areas are identified.
