COURTHOUSE SQUARE <br />DEVELOPMENT/INVESTING TEAM MEETING <br />May 1 1997 - 3:00 p.m. <br />Attendees: Mazion County: Randy Curtis, Michael Hansen, Ken Roudybush, Hitesh <br />Parekh; Salem Area Transit District: RG Anderson-Wyckoff, Ben Fetherston, Jr., John <br />Whittington; Arbuckle Costic Architects: Alan Costic, Kim Arbuckle, Leonard Lodder; <br />Pence/Kelly Construction: Curt Pence, Dave Hayes, Bob Hill; Mark Ga.rdiner; Ed <br />Einowski, Stoel Rives; Dan Beney; and Gordon Hanna. <br />Randy Curtis opened the meeting by acknowledging the presence of the entire <br />developmentlinvestment team and introductions were made. We are here to discuss the <br />issues of timelines and schedules as well as the critical issues about Marion County <br />financing, including interrelationships to issues surrounding gmp and design drawings <br />deadlines. Our basic schedule is still valid, and we a.re progressing with abatement and <br />demolition work. There is a handout entitled Courthouse Square Time Schedule, which <br />everyone should have a copy. Our goal is that everyone has understanding of what we <br />need to do and will continue to work together to reach that goal. <br />Randy asked if there were other specific items that any of the players wanted to address <br />that he had not covered. <br />Curt Pence wanted to address Dan's relationship to the project. Pence Kelly has <br />~ concerns as to who will be the project manager. We want to know who it will be before <br />we commit to the project. We have concerns about the ability of someone new coming <br />in to take over this role. Dan has worked through all the steps from the beginning. If <br />for instance a construction management company comes in to assume this role, it will <br />create more costs on our part. Is this the appropriate place to address this issue? <br />Randy responded that some items will be critical to all. The gmp drives us in what we <br />do. We will want to discuss this, but we are not comfortable using this meeting for <br />discussions regarding Dan's situation. Michael Hansen added that it is good to bring up <br />concems that any of the players have. <br />Kim Arbuckle responded they see the same situation developing for them if a big <br />management company is brought in, they could see be raises in their fees as well. Alan <br />Costic added that the current fees quoted could be done with or without Dan on board, <br />but there needs to be a wise choice made for the new project manager. <br />Ed Einowski of Stoel Rives responded that these issues will need to be addressed by <br />Mazion County. This is not the forum to handle this situation. Efficiency is everyone's <br />goal. Please give your input to county if you know of someone qualified that could fill <br />this position. <br />Randy expressed that Dan's role needs to be clarified in the next day or two.
