~ Courthouse Square Design Team Meeting <br />March 13, 1997 <br />Present: Randy Curtis, Dan Berrey, Leonard Lodder, Dave Hayes, Curt Pence, RG <br />Anderson-Wyckoff <br />Agenda: Project Updates <br />Update from Contractor <br />Review of Exclusions in P/K Estimate <br />Update on Construction Time Line <br />Architect Update <br />Leasing Update <br />Property Acquisition <br />Relocation <br />Financing <br />Environmental Update <br />ITEM 1: Update from Contractor <br />Parking Structure: Dan opened the meeting by updating the team on the design of the parking <br />structure. One option is to go with 420 stalls. Increasing the count to 443 is being considered. <br />~ Randy pointed out that we need to continue to look at the quality of the structure. The unique aspect <br />of this structure is that the entrance and exit to parking will be coordinated with the traffic control <br />signals for the busses. We are looking at a lot more employees and outside customers. By phasing <br />them out through multiple signals, tr~c can become very backed up. Len doesn't feel this is going <br />to have a big impact. The visitor parking will be in and out. The garage will not be full at all times. <br />Randy's concern is that there is a point of over-building the site. Routing the traffic onto Chemeketa <br />was discussed. Randy suggested working with the city to modify the signals. Another consideration <br />will be the air quality when the ramp is backed up. We could have some air pollution problems in <br />the parking structure. At this time, we don't have any statistics on the m~imum flow the ramp can <br />handle. <br />Dan asked if this is an issue we should bring a consultant in to look at. The five o'clock rush seems <br />to be the big impact. One possibility is to not allow any traffic to enter the structure during this time. <br />Which would allow traffic to exit through the entrance lanes. Randy suggested that having two lanes <br />exit; one turning right on to Church and the other left on to Court. Len suggested the possibility of <br />turning onto the curb lane, <br />ACTION: Len will find out if this is acceptable to the city before he looks further at this design. <br />He will meet with Lou and Peter to discuss this idea. <br />Chevron Site: The county is being asked to pick up 1/3 of the clean up cost on the Chevron <br />site. This was negotiated by Legal Counsel five years ago. Kathleen received a copy of the <br />~ agreement about a week ago. Dan is having the environmental consultants go through some cost <br />analysis on both a single level and a two level parking structure. He is optimistic. The only issue <br />
