~ he is looking at now is the de-watering. Even if we don't put a two story parking structure on the
site, we still may have contaminates greater than 25 feet down. This is another advantage to digging
a two story parking structure. At this time, Dan is asking them to continue with the two story design.
Randy spoke with Mike Hansen this past week about the Chevron site. Mike is turning this over to
an environmental law firm in Portland. His recommendation is that we should not consider the 2/3rd
cost that Chevron pays for remediation as revenue. It should be set aside to help with any further
cleanup that the county is obligated to do. Dan reported that Kathleen feels the relationship with
Chevron is still strong.
ITEM 2: Review of Exclusions in P/K Estimate
Heat in the bus mall: In looking at the budget of the shell, Dan came across some items that
were excluded. He asked if we were still looking at not heating the open areas of the bus mall. RG
stated that the ridership has increased by 40% over the past year. With those numbers we need to
look at heating the pedestrian area. Len asked if we were down to close to use infrared heat units.
It was pointed out that we should be certain that we don't go with a system that is easily vandalized.
Len said that by adding heat, while the bus mall is operating, we may be encouraging people to
loiter.
Security system: Randy has asked his staff what they need for the security system,
telecommunications and data. We should know eazly on what conduits we will need to allow for any
of these systems. It has been Randy's assumption that we will have a single system for the entire
building. The county's system has the capacity and has the capabilities to program with multi-
functions. We will work on the assumption that the system will be for the entire building, and can
look at this again later. Bob McCune will need more information in order to do a cost estimate.
Randy needs to know how much this will cost per square foot.
No exhaust fans in the bus mall area: Curt does not have any numbers for this in his original
estimate.
ACTION: Curt and Dave will take a closer look at this.
No site furnishings: This is now in the new Streetscape proposal.
No planters or landscaping in the bus mall: This is now in Streetscape. We need to look
at the seating in the bus mall. We also need to look at trash receptacles, landscaping and planters
for the mall. This will need to be tied into the irrigation system that is set up on timers. We will also
need power to the bus mall area.
ACTION: RG will get a catalog on bus mall benches.
No piling or shoring: This has been addressed by taking out a lane of traffic for six to eight
months. Randy asked that we get some staff approvals before the merchants file any petitions on
this. It is an emotional issue for the merchants on High and Chemeketa Streets. We have already
~ had a subcontractor fined for parking on the block while he was working. There is no cost set aside
