~ for parking permits for parking on the street during construction. Curt suggested that we get sole use
of the site for the next 20 months. Curt is going to include parking in the bid package. Once the
parking structure is complete, we can use the parking structure for parking during construction.
Randy asked if there is a way to give something back to the merchants early in the project. We need
to negotiate to be good neighbors if the merchants go to the city. Dan suggested opening up the
parking during different stages of the project.
Painting of concrete in basement: There is a curing sealer on the concrete. There was discussion
azound the "tagging" of buildings. The interest of gang members is to tag the building where it can
be seen. Len suggested bentonite. It looks like concrete and when it gets painted, it is easily painted
over. Another issue is that we may need to do painting or banding to determine where people will
park.
ACTION: Curt will get some numbers on the cost of painting the building with bentonite to
Randy so he can determine if this is something that should be done.
Furnishings by owner: There is no cost included for furnishings and landscape partitions.
There is no case work in the shell cost for ti costs. This will be looked at later. Departments can
make a determination if they want to use what is on hand, or purchase new for the site. In terms of
the shell, we looked at furnishings for the mall area. Len said that we need to look at how we can
get these designed in. We should put in what is practical and add in more as it becomes necessary.
There was discussion around designing bike-parking. Randy had asked for some space be designed
for maintenance equipment and materials. RG is looking at a small street sweeper to clean the mall
and parking structure. He will need storage space for this.
The budget can be complete by June 14, if Curt gets the cost information on these items by June 4.
Randy said that if we need to purchase material now, to get a good cost, they can be stored at the
Annex.
ITEM 3: Update on Construction Time Line
Assuming excavation begins on August 1, this is when the clock starts for Curt. He then has 20
months. The completion date is set for April 1, 1999. There was discussion around the Annex lease.
The county may not truly have the month to month option. Randy is concerned that Courthouse
Square could be completed on January 1, 1999 and the county will be stuck with four more months
on the lease. We don't want to push the occupation of the new building and we will need thirty days
for commissioning and a punch list. The earlier we can notify the owners, the more advance time
they have to plan for occupancy.
Dan is hoping to have the cost estimates wrapped up by next week and be ready to report to the
finance team.
ITEM 4: Architect Update
Exterior Surfaces: Len reported that the assumption on the hard surface material is a masonry
~ product that looks like stone. Dan asked if we know of any graffiti issues with this product. Dave
