Dan suggested h~ving the same
company do the abatement and the demolition. This will limit the competition make the bid
process smoother. He suggested that it may be prudent to have CenturyWe t bid on this.
CenturyWest has the language for the RFP. They have submitted some potential work orders to
oversee the cleanup. From a liability standpoint, Dan is going to advise the county to do this. It was
asked if it is worth it for us to pay to have someone sit on the site assuring that the di soil is going
into the right truck. Dan said that it makes sense to have a consultant on si e, not just for
contaminated soil, but also for abatement. !
Randy reported that Jim Sears, from Marion County Solid Waste, has approval to use Brown's Island
as a staging site. Dan stated that he expects DEQ to shoot this down immediately. J' wants to use
the good soil as cover. The issue will be that we are putting contaminated soil in a fl od plain. This
is not good press. Dan will let Kathy know so she will be up to speed. ~i
It is Question was raised as to how the consultants will be chosen. Dan said that f concerns are
raised, then it becomes a team issue. Kim said that he has concerns around Cen West being
selected. Dan said that the meeting on Monday is preliminary. He would like us to ntinue on this
path and then address issues later. Referring to structural design, not civil, Curt s id that he has
worked with one person CenturyWest who has experience. Dan said that after the M nday meeting,
everyone can sit down and walk through the concerns and make team decisions on e selection of
the consultants. I
~ Curt also pointed out a fifth floor cost issue. The fifth floor adds si nificant wei ht t the structure.
g g
These costs will be attributed to Dan and his fifth floor. The estimate is at $650 - SOk. The first
bid was $800k. This is a possible savings. ~
Dan said that we are still waiting for the contract between him and the county to be s'gned, but they
are still two weeks away from signing. Randy said that he had expected a draft by t day. It is near
completion. Dan had expected this to be done before this meeting. All the points wer resolved four
weeks ago. Now he is concerned with how we circumvent going further without a contract. Dan
still has to sit down with his attorney and review the revised contract. Kim said that ey are willing
to go forward without a contract, but when they begin working with the engineers ey must have
a contract. Leonard suggested a letter-of-intent. Dan said that he and RG, Randy will sit down a talk
about this after this meeting. I
Kim said that the structure is extremely important at this time. The time frame is v ry tight. Dan
stated that he is optimistic and is ready to move forward with the design decisions. ~G guaranteed
that he will have the contract signed on his side wrthin 24 hours. '
Property Acquisition: This item was dealt with in yesterday's meeting. ~~
Financing: Dan stated that there are some benefits in the fifth floor, but he is not ~eady to report
on this at this time.
~
