Dan explained that, at $301,000 per block face, the Streetscape plans do not includ' lighting, only <br />pavers and trees. RG asked if the end product is comparable to what the cit~y wants. Alan <br />~ <br />responded that the city hasn't been asked. They may not even buy into the pla.#~s. <br />Randy reported that there may be lottery money available for urban development ' hich he would <br />like to use for Streetscape. He suggested that we could then go to the city fo~j funds. If they <br />will contribute money for Streetscape, we can do more. ff they will not give a.~y money, then <br />we will go back to our original plan. Rachel said that the clock tower cannot be paid for out of <br />Streetscape. Kandy asked what would be the minimal price for the clock tower, p vers, trees and <br />lighting if the city is not a participant. With that cost in mind, if the city wants t improve upon <br />the plans, they can contribute money. I <br />Alan said that they have looked at (on the courthouse and retail side) pulling the cplumns out and <br />creating more usable space. This eliminates the hard surface back wall, which will increase space <br />and drop the shell cost, but would continue the weather protection all the vlvay around the <br />structure. Recesses would be at the back end. ' <br />RG asked when we should be broaching the issue of the standards for Streetsca~ with the city. <br />Alan said that he sees that there is still a team attitude here, but if the city does 't want to be a <br />player, they shouldn't have a voice. Randy stated that at the minimum he w~uld like to get <br />lottery money for some of the expenses of Streetscape. It may not be enough to ~over the entire <br />cost. ' <br />Shell Costs ' <br />Dan said he is taking out the cost of building an 80 foot span over the mall. T e performance <br />bond cost is also being taken out ($250,000). Randy said that this is raising s~me flags. The <br />attorneys aze saying that when this is done, he (Itandy) must be able to prove ~hat Dan's costs <br />have not been added back in. Dan said that what this means is that the three p~arties are going <br />to have to sit down and work out the actual costs for each party. He said that the private portion <br />cannot be built with a shell cost of $75.OOsf. In order to keep the cost down, e have to look <br />at the other options. The goal is to get the shell costs down to a manageable 1 vel. Either by: <br />1) redesigning the building; 2) begin to shave things off the cunent design~ 3) review the <br />materials and scale down. Dan said that it can not be construed/appear in y way that the <br />county and transit subsidize this project. He is going to be looking at the build~g design to see <br />what azeas should the contributed to specific parties. ~~ <br />Curt explained that we aze dealing with 190,OOOs£ Dan said that the challenge di the team is to <br />reassess who pays for what areas. He also wants to sit down with bond coun~el to determine <br />ways to assess costs to the county, to reduce the cost of private space. ', <br />RG asked why the building is still costing $30.00 more a square foot, if we hav ~ already pulled <br />~ items out of the original design. Dan asked Curt to address this. Curt said that m ket conditions <br />are a lot different than was anticipated. Bids aze coming in considerably igher than was <br />originally anticipated. Other design features, such as the fact that the b ilding is not a <br />square/rectangular building anymore, have added to the cost.
