cost for the assessment will go to transit. RG said that he wants to close in Jan ary and it will
be much simpler if the level one's are completed. Dan reported that it will co $62,000.00 to
finish assessing the Marion County property. ',
Dan explained that a level one is not going to tell us what is in the ground. Iti will tell us the
history of the property. He asked if this was done in 1974. Randy said that it s unlikely. He
said the test core drillings will give him more information on the property than ~he level one's.
Dan said that Centurywest will need to drill 25 test core drillings. '
Dan reported that Bob Cannon had told him that the Beri building had once b~en the site of a
Union 76 station. Ra.ndy said that he knew there had been a service station lo~ated there, but
~actly where on the site was not known. Da.n reported that Kathleen has done history search
on the block but cauld not fmd it. Randy stated that the other thing that is strang~e about the site
is that the design is consistent with that of a theater, meaning the sloping floorS.
Note: Bob McCune will need to coordinate with the employees who ~ark in the area
where boring will be done. Time estimate: 1- 1'h weeks. I
Title Problems ~
Dan reported that there is a potential chain-of-title problem on the Senator and~ Beri buildings.
Dan said that Randy needs to look for title insurance documents from when e building was
purchased. Dan said that his concern is that this is a potential problem down e road with the
underwriter. '
ACTION: Randy will begin researching this to see if there was title insura~ce on the 1974
purchase. '
Disposal of Soil '
Dan reported that Kathleen has met with Solid Waste to get a cost for isposal of the
contaminated soil. She was quoted $32.00 to $35.00 per tone, plus trucking at $.00 a ton. She
says that the market rate is between $25 -$30 a ton. Dan said that when you tru k contaminated
soil to another site, you inherit the liability on that soil. The percentage of liabi~ity is relatively
small, but the liability does go to the county. '
ACTION: Randy will step in and try to negotiate a better rate with Solid VfJaste.
ITEM 2: GMP '~~
Dan introduced the subject of the GMP. He reported that Curt has ob ined a bid of
$22,623,751. Dan has added back cost saving ideas of $3,229,510 for a total f$26,757,041.
Dan said that we need to assess who will be responsible, among the players, f r the shell cost.
He is beginning to assess what items are applicable to only the county and transi .(see attached)
14,394,000 shell cost, at 172,OOOsf, shell price 83.69, removing the
~ Streetscape
