f <br />~ COURTHOUSE SQUARE MANAGER'S MEETING <br />June 18,1997 <br />Present: Randy, Bob, Dan, Richard, Elyn and Katherine. <br />Parking Structure: Randy reported that, at the last design team meeting, a major glitch <br />with the parking structure was discovered. The architects have been designing a 2-story <br />underground structure without sufficient data to support going down 25' without the <br />danger of the building popping back up due to hydrostatic pressure. To date there has <br />been no geo-technical work done at the site to determine if such a problem might exist. <br />Work on the project is delayed until this data can be obtained. If we cannot build <br />sufficient parking to support the building, then the project is not viable. <br />The architects are optimistic that they will come up with solution but we may not be able <br />to afford it. The State building has a 2-story structure and they do not have a dewatering <br />problem, however we can't look three blocks away and assume our situation will be the <br />same. They are further from the river, at a different elevation, etc. The Courthouse has a <br />pump to keep water out of the basement level of our 1-story parking structure. Bob <br />McCune reported that we have not had a water problem in the basement, but it would be <br />hard to tell if any water is due to seepage. The cars bring water in with them from the <br />street and our pump handles outdoor drains that feed into it. Also, a one-story structure <br />~ is not comparable to a two-story. <br />Randy is hopeful that solutions to any problems will be found and that any delays will be <br />minimal. Pence/Kelley says they can start any time. <br />Budget: This project is still $2m over budget and keeps getting more expensive. Randy <br />is looking forward to seeing what our new Project Managers can do about that. <br />Randy met with the BOC yesterday and Ken Roudybush with two purposes in mind. He <br />wanted to inform them that there were several issues putting the project at risk: <br />• There are unknown environmental issues which continue to cost money. <br />• The above-mentioned problems with the dewatering of the parking structure <br />which is an extremely expensive part of the project. Also, the size of the <br />structure is critical to the viability of the whole project. <br />• There are no signed leases for any spaces in the building. Right now the county <br />will occupy 58,000 sf. and have 75,000 sf. available to lease. This is County <br />owned space which will be available for future expansion as necessary. Randy <br />estimates that we would only need 50-55,000 sf. reserved for expansion so he <br />may try to se1125,000 sf. <br />As a result of this meeting, the board has set up an additional team process involving Ken <br />~ <br />Page 1 of 3 <br />
