May not be a key part <br />of the equation, if you view what is left over, a strip of commercial attached to public space, the <br />question is which entity do you want to do business with, there are no guarantees, you have to look <br />at it as a joint venture to get the job done and how do you want to manage it over the long term as <br />a piece of property.
