the Courts. The Courts are growing and are going to require additional space. The Board, the Hearing <br />Room, Facilities Management and the Clerk's Office are going to have to move and in a relatively short <br />period of time they will be looking for space. <br />~ Ann questioned if there has been discussion as to the 911 center being included. RG responded that this is <br />not feasible or something they want to do. <br />Dick asked if he understood the progression of the project is that as soon as a developer is selected, we then <br />enter into a fixed price contract, and follow that contract. <br />Randy responded that is the scenario he is expecting. We will enter into an agreement in the next few <br />months, possibly by October 1 st. <br />Dick expressed that in his prior experience, the difficulty arises when you encounter change orders. This <br />is when the fixed contact becomes so important. It may be that conditions are placed on the development. <br />David asked how many RFP's were sent out. <br />Randy responded that forty were sent out. He had anticipated between three to five proposals. <br />Ann questioned what happens after next week's selection/interview meeting if the general feeling is that <br />neither of these developers are the right partner. <br />Randy responded that we are under some time constraints. We want to proceed and need an additional <br />partner. He asked that the group focus on identifying a partner in next week's meeting. <br />~. <br />Bob Speckman asked if staff has gone through the proposal and identified fundamental needs. <br />Randy responded that he is comfortable that staff has addressed all of the needs. He gave the example of <br />the 250 parking spaces that are needed to accommodate the County, Transit, and the Council of <br />Governments. The proposals include far and above what the current needs are. 350 parking spaces can be <br />put underground. This was not identified in the RFP. He added that a lot of people are going to have <br />opinions on the project and we will continue to solicit opinions. <br />Randy Franke added that he likes the idea of underground parking. <br />Dick asked if an environmental permit is necessary for more than 350 spaces. <br />RG responded that 350 would be considered minor, but over 350, will require a variance. The intent is to <br />make the project transit friendly. DEQ issues will be raised. <br />Ann questioned it there is the possibility of environmental pollution on the block. <br />Randy responded that there is and the County has identified it. Tanks have been removed from the Chevron <br />property, and sub-surface pollution remains. Because of this, underground parking makes sense. <br />Excavation will remove the contaminated soil. He added that there are always surprises. Several inspections <br />have been already been conducted. <br />~ RG res onded that an environmental im act stud has been done.
